Our founder has held senior programme management and Armed Forces leadership roles within the NHS and local government, supporting the development and delivery of initiatives designed to improve services, strengthen organisational commitments and achieve better outcomes for the Armed Forces community.

Andrew Spencer
Founder and Principal Consultant
Forces and Covenant Advisory was founded by Andrew Spencer, an experienced programme manager and Armed Forces advocate with an extensive background in the NHS, public services and cross-sector partnership working.
Throughout his career, Andrew has combined strategic leadership with practical programme delivery, working alongside healthcare organisations, local authorities, Armed Forces charities and community partners to develop services, strengthen collaboration and improve outcomes.
His experience includes leading the development and implementation of Armed Forces Covenant commitments within NHS organisations, supporting Veteran Aware accreditation, and managing complex programmes designed to improve access to healthcare and support for serving personnel, veterans and their families.
Andrew has also worked extensively in programme and project management, stakeholder engagement, organisational development and the preparation of funding bids and business cases, helping turn ambitious ideas into deliverable initiatives.
